If that doesn't work, use ScrollQuestMQ201Stage95, which should initiate a talking scene.
Make sure you put on the Party Clothes, then try talking to Delphine. If Delphine still doesn't give the proper dialogue, use ScrollQuestMQ201Stage90, and you should receive the Invitation and Party Clothes. Simply put on the Ring, and speak to Delphine, and the quest dialogue should now progress properly. The quest Diplomatic Immunity, to fix a bug in which you give all your items to Malborn, and meet Delphine by the wagon, put on the Party Clothes, but never get further dialogue from Delphine to allow you to get on the wagon and proceed with the quest.
